Culture vs Structure?
The past seven years have seen the development of a sophisticated
infrastructure (see Appendix)
to support enterprise and entrepreneurship in Scotland, and we are
beginning to see the development of a continuous cycle in
entrepreneurial development, but that in itself will be to no avail
if the foundations of an enterprise culture have not been laid.
Creating enterprising communities requires a sustained effort and
a multi-agency approach, and the seeds of enterprise must be sown at
the earliest age and nurtured at each stage in an individual's
development. Enterprise, like learning, is for life, and as the
Minister said, "our task is to create the right conditions for
a smart, successful Scotland."
