The Need for an Economic Recovery Plan
The Plan is intended to provide a framework for co-ordinated
action. The local agencies and business groups are fully committed
to working closely together to implement this Plan, but we cannot
achieve the recovery of the local economy without support and
assistance at central government level. This Economic Recovery Plan
presents our initial proposals for a programme of action in response
to the impact of FMD on Dumfries and Galloway and makes a request
for assistance from the Scottish Executive.
Key Principles
The Plan is based on the following principles:
- The Plan contains proposals for short-term relief and longer
term recovery
- The proposals reflect views on issues and solutions gathered
from discussions with those affected at grass roots level
- While the Recovery Plan is a response to economic impact, it
aims to achieve both economic and social objectives
- The Plan is based on a 3 year timescale
Vision for the Future
The shared vision for the Dumfries and Galloway economy,
expressed in the Community Plan, is to achieve a competitive and
prosperous local economy, which embraces established industries and
new technologies and creates sustainable, good quality employment
for local people.
The overall aim of this Plan is to put the Dumfries and Galloway
economy "back on track" in the shortest possible
timescale, and to use the current difficulties as a basis for
achieving an accelerated process of positive structural change
within the economy in general and agriculture in particular.
The Plan identifies four main priority areas for action:-

To encourage the revival and
restructuring of the industry and new approaches to integrated
and sustainable rural development |
| Businesses |
To provide an effective range of
support services for businesses affected by the current
situation |
| Tourism |
To rebuild the region's tourism
image and bringing back the visitors |
| People and Communities |
To support a local approach to
economic and community regeneration. |
